Harrow Terms and Conditions
PLEASE NOTE THAT THIS WEBSITE IS A BOOKING/ENQUIRY/CONTACT SERVICE OPERATED BY PRACTICAL CAR & VAN RENTAL LTD ON BEHALF OF OUR FRANCHISEES. ANY BOOKING/ENQUIRY/CONTACT IS MADE WITH THE FRANCHISEE AND ANY LEGAL CONTRACT IS ENTERED INTO BETWEEN THE RENTER AND THE FRANCHISEE DIRECTLY, NOT PRACTICAL CAR & VAN RENTAL LTD. THE DETAILS OF THE LEGAL ENTITY CAN BE FOUND ON THE FRANCHISEES WEBPAGE OR BY CONTACTING PRACTICAL HEAD OFFICE ON 0121 772 8599.
- All drivers and/or payees must show valid original driving licences plus 2 forms of ID, copies are not accepted. ID's must be no less than 3 months or 12 weeks old. See below for the GB licence check procedure.
- All pricing is per day and subject to availability.
- Minimum rental period is 24 hours (unless stated otherwise).
- All rentals include insurance (subject to excess, breakdown cover, mileage (subject to local limits) and VAT).
- All rentals are subject to the insurance qualification of all driver's full details can be found:- Terrms & Conditions PDF.
- Collision Damage Waiver may be available – please ask for details.
- The Damage and Theft excess may vary by location – please ask for details.
- Van Rentals are subject to an overhead roof damage excess.
- Additional Drivers are acceptable at an additional cost.
- Drivers must have held their licence for a minimum of 12 months (or 2 years if the driver is under 25 or a non UK licence holder and local restrictions may apply too).
- Deposits by credit or debit card are required on all rentals. Payment is generally taken when you collect the vehicle, however this policy varies, please check with your renting location as some sites require a booking deposit.
- When you reserve a vehicle with us we will assume your drop off time is the same as your pick up time UNLESS YOU MAKE IT CLEAR OTHERWISE.
MPV Hire Age Range: 25-75 (this may vary on some makes and models)
Van Hire Age Range: 23-72 (this may vary on some makes and models)
Minibus Hire Age Range: 25-70 (this may vary on some makes and models)
Drivers outside these ranges may be accepted subject to insurance clearance (surcharges may apply)
- Foreign Licence Rules - We must be able to read and understand the licence presented and establish it is valid. We cannot accept an International Drivers Permit on its own without the original under any circumstances. European Licences with the EU symbol are acceptable without an International licence. IDP's are intended for the purpose of translation and validity of the original. The onus is on the Renter to provide a translation to confirm all our Insurance Risk questions.

Each of our franchisees is a separate legal entity and as such Practical Car & Van Rental Ltd can not and will not be held responsible for any financial recompense or legal liability deemed appropriate by any third party.
Cancellation and No Show Policy
If your travel plans change, you may normally cancel your booking free of charge anytime up until 24 hours before your rental is due to start except rentals commencing on a Monday which require 48 hours notice of cancellation. Please check with your renting site if the local terms are different.
If you fail to pick up your car or van on the day your rental is due to start, or do not cancel with more than 24 hours notice prior to the time it is due to start, you will be required to pay at least £50 or the locations own designated fee.
Vehicles are subject to availability. If not available a free upgrade to the next vehicle group will be offered. The location you want to book with will give you a minimum 48 hours notice in the event that they have to cancel your booking in extreme unforeseen circumstances, Cancellation would only occur after every effort has been made to source an alternative vehicle/transport and where a free upgrade would not be appropriate.
GB Driving Licence Checking procedure.
You may check your licence yourself online no more than 72 hours in advance OR check at the rental office when you collect your vehicle.
This will add a few minutes to the normal procedure so please allow time for this to be done.
This is essential for Rental Companies to do in order to comply with the Insurance Companies Rules.
To check you will need your Driving Licence, National Insurance Number and Post Code.First go to this web site address:- https://www.gov.uk/view-driving-licence
Log in with the full 16 digit driver number, National Insurance Number and Postcode.
Then choose to SHARE the driving licence information, this page can be printed as well. If you cannot print - no problem - BUT make sure you bring the SHARE code to the rental office along with the licence and your ID. NB note the share code is case sensitive.
All GB Drivers Must Do This
On arrival at site the renting location will enter the SHARE code that you the driver(s) have been given. This will be printed and retained (on ONE page) all of the drivers information. The rental company has to have this information for their Insurance Company.
There is also another option for GB customers who have trouble on the web checking their own licence or who don't know their National Insurance number. If GB licence holders cannot generate a code online then you can call 0300 083 0013 (national rate from a land line) and DVLA will provide you with a SHARE code. Monday to Friday 8.00am to 7pm, Saturday 8.00am to 2pm. National Insurance number NOT needed.
Alternatively you can call DVLA on 0300 790 6801 (national rate from a land line) and leave permission for your driving record to be checked verbally by a nominated person or organisation. You have to go through 3 levels of options which are 1 - 4 - 2. This permission is valid for 7 days. Monday to Friday 8.00am to 7pm, Saturday 8.00am to 2pm. National Insurance number NOT needed. The nominated site who needs the information then calls DVLA, states who they are and that there is a verbal message allowing them the information. DVLA will then give the details the site needs (entitlements and endorsements).
Vehicle Condition
Vehicles must be returned to the location/drop off point in the same condition as when it was picked. It is the responsibility of the customer to ensure that the vehicle is thoroughly checked prior to taking custody of the vehicle.
The client accepts responsibility for taking due care and attention of the vehicle. Failure to do so and loss or damage to the interior of the vehicle is deemed negligent and nullifies the excess limits and any waivers taken. The client becomes responsible for all costs incurred.
Whilst in charge of the vehicle the client accepts responsibility for maintaining the roadworthiness of the vehicle and agrees to take remedial action to avoid unnecessary cost/damage. This will include maintaining oil levels, tyre pressures and other common sense actions to maintain the vehicle.
In keeping with industry standards and association guidelines, short term vehicle rental does not have a margin of fair wear and tear for damage. A short term rental is any hire for which the duration is less than 90 consecutive days. Therefore, any change to the condition of the vehicle during the rental will be the responsibility of the customer.
Methods of Payment / Cancellation Policy
Practical car & Van rental Harrow accept credit and debit cards (Master Card and Visa) only for payment.
All credit cards will be subject to and must pass CHIP and PIN verification, cards without this facility will not be accepted. Un-embossed cards and cards marked Electronic use are not accepted.
Cards must be in the main driver’s name.
Cash deposit are not accepted.
Cheques are not acceptable.
In the event that a customer fails to present a valid credit card or there is a lack of sufficient funds available on the credit card, the car rental agent may refuse the release of the vehicle. In these instances, no funds paid will be reimbursed.
Cancellation Policy & No Show
Cancellation of your reservation should be notified by email to harrow@practical.co.uk or call on 0203 745 5591 at least 48 hours prior to the start of your rental.
- If you cancel 48 hours or more before your rental is due to start, any money you’ve paid will be refunded, minus admin fee of 5% of the amount, pay on arrival no charge.
- If you cancel with in the 48 hours period before pick-up, any money you’ve paid will be refunded, minus the cost of a 3 days rental or if it’s pay on arrival the cancellation fee will be £45.00 + vat
- If you had booked the car for less than 3 days, there won’t be any additional charge, but you won’t receive any refund, if it’s pay on arrival the cancellation fee will be £45.00 + Vat
We reserve the right to refuse the car to any customer who fails to arrive on time with all necessary documentation and a credit card with enough available funds for the vehicle’s deposit. In such a case, unless the rental has been cancelled in advance, the customer will not be entitled to a refund.
Young Driver Surcharge & Deposit / Fines, Penalties and Administration Charges
Young Driver Surcharge & Deposit
For young drivers age 23 to 24 a daily surcharge of £35.00 + Vat per day applies. *Young drivers may be subject to a different higher excess and deposit amount, please check with the renting branch prior to collection.
Fines, Penalties and Administration Charges
It is the responsibility of each hirer to cover the cost of any parking fines and traffic violations including but not limited to unpaid tolls and Congestion Charges. When fines or traffic violations occur, and Practical car & Van rental is involved in administering the violation a fee of £40+vat will be charged for each and every occurrence.
Ultra Low Emission Zone
Our vehicles are not ULEZ emission standards. If you drive into the ULEZ you will need to ensure that the daily fee is paid (Charges apply 24/7). You can do this online https://tfl.gov.uk/modes/driving/ultra-low-emission-zone
Please be aware that should our vehicles be driven into the ULEZ zone the renter will be liable for any penalty charges and associated administration charges.
Valeting/Animal in our vehicles / Smoking
We request no animals are transported in our vehicle unless contained. A valeting fee may be applied to rectify any soiling due to animal transportation. The minimum fee will be at least £85 plus VAT.
In the event that a vehicle is returned in an unclean condition (internally or externally) and requires more than our standard clean, a valeting charge of £85 plus VAT will apply. Hazardous soiling requiring specialist cleaning will be charged according to the nature of the specialist required.
Smoking
Practical car & Van Rental operate a no smoking policy for all vehicles. If you have smoked or allowed smoking within the vehicle, a full Valet fee of £85.00 + Vat charge will apply. This includes allowing cigarette (or cigar) smoke or ash into the vehicle, which would imply the above.
Lost Keys / Vehicle Trackers
Practical Car & van rental will charge average £450.00 if keys are lost or damaged. Please note that if a vehicle is stolen and keys are not returned to the rental location, the hirer will be deemed negligent. Lost keys are deemed as negligence and are not covered under the insurance excess limitation or risk reduction packages. Drivers will be liable for all costs relating to recovery, loss of use and repair. This list is not exhaustive.
Vehicle Trackers
All of our vehicles contain tracking devices which will be used in accordance with our data protection policy.
Early Returns / Rental Extensions / Non-authorized rental extension
Early Returns/Unused Rental Days
No refunds (partial or full) will be given for rentals ended early, late collections, no shows or cancellations made after the rental start date.
Rental Extensions
Please note that it may not always be possible for the hiring branch to extend the hire. All extensions request must be requested by emailing the branch direct 24 hrs in advance. Where the branch agrees to extend the hire, the rental will be charged at the prevailing rate which may be higher or lower than the original booking rate.
Non-authorized rental extension
Penalty above the rental charge and the driver will be black listed (declined for future bookings).
Mileage / Fuel Policy
Mileage
All rentals are subject to a maximum of 150 miles per day, excess miles will be charged at £0.10 + vat per mile
Fuel Policy
Vehicles are supplied on a like for like basis meaning the vehicle should be returned with the same level of fuel supplied. The level of fuel supplied is not guaranteed, Fuel is at the hirers expense. Hirers are recommended to return the vehicles with the same level of fuel to avoid refuelling charges of £2.10 + Vat per litre. Unused fuel is not refundable.
If the driver or someone else puts wrong fuel in the vehicle the vehicle should not be driven. The cost to rectify this mistake will be charged to the customer and is not covered under any insurance package purchased or the excess, this will be treated as negligence.
